Just go Hawaiian. It's easy to find elements for it this time of year. You can do Tiki/Hawaiian themed crafts and cakes. We did one for my daughter last year. The cake was easy. Make a volcano on one end (mix of cake, crumbled oreo cookies, etc. and drizzle red icing over it). Make a beach and ocean on the other end. Frost with blue icing and sprinkle crushed vanilla wafers on the beach. Put gummy fish/sharks in the water.
Check out some Hawaiian music from the library. See if they have a learn to hula DVD (I found a VHS on ebay for a few dollars). Have fun!

My daughter had a really fun low key luau sleepover party. We ate Hawaiian pizza and fruit kabobs for dinner, watched Spongebob cartoons, did a hula hoop contest.
It really depends on the girl and her friends. One of my daughter's friends had a terrible time at a "Spa party" because she hates nail polish and it was all about manicures. Other kids did facials and hand and foot massages and thought it was totally cool.
Look at the birthday girl and her friends' likes/dislikes for food, music and activities when considering the theme.

Do a Hollywood Theme. Decorate in movie posters and directors chairs. Give out popcorn tubs with a movie ticket inside as party favors. If there is a dress code, everyone must come as their favorite movie charachter!

Why not pick out something you enjoy. Or you could always do a pirate theme party because that is big this year and have everyone dress up and you guys could walk the plank and have a tressure hunt

Hollywood/Oscars are cool. Tell everyone to come dressed as their favorite movie star. Have like a red carpet coming up the red carpet and have your parents or siblings taking pictures and stuff. Decorate with movie pictures and stuff. Have a contest to see who looks the best. You could have like a dinner party and ask in the invitation whether they want like steak or chicken (depending what your budget is) and you could have like a really fancy dinner. After that, you could watch movies with your favorite actreses/actors and just have fun!! Good luck!

Is it for a boy or a girl? If it's for a boy then yeah, pirates would be cool. If it's for a girl then I think a spa party would be neat.

go to the mall with her and her 5 closest friends and shop til they DROPOPOP!!!
LOL and after that just drive over to a not to expensive but fun resturaunt (johnny rockets). if anything have a sleepover.
