Persistent high blood pressure also known as Malignant Hypertension can/might be a cause.
If you are following your doctor's advise have a kidney disease ruled out or might be there is time to increase the dosage.
No, cholestrol alone, cannot be a cause, there are multiple factors.

They sometimes run together, but your blood pressure could be caused by other factors, stress, smoking, family history, lack of exercise, weight, what you eat, too much salt, etc.
