If you know what kind of music they like, a karaoke party would be fun... you can go to http://www.karaoke.com or http://www.karaokewh.com/ and get some CDG's and get a little karaoke machine, have a nice sheet cake or large frosted cupcakes, lemonade and fruit punch and spring water (separately), cheese and crackers if you are on a lighter budget or maybe buffalo and mild chicken wings (they sell the wings frozen by the bag in the deli section of the supermarket) with a choice of ranch or bleu cheese dressings and a vegetable platter with veggie dip if you can afford to add some additional appetizers.
If it's more of a "girls only" party, you can do a "spa" party with lots of white towels and white vanilla candles, soft music, and everyone can do each other nails or do facials or pedicures or better yet, all the gals can go to a nail salon and get their eyebrows waxed, nails and feet done. Colorful herbal iced teas and hors d'oeuvres with toothpicks can be served in this case.
If the sweet sixteener is an outdoorsy type, you might want to have a fishing trip on a boat equipped with spring water, iced tea, lemonade and cold cut sandwiches and chips.

As the person before me said, I think the non-alcoholic cocktails and the bar man are just what I would have suggested! What about a Hollywood night! All glamour and glitz!
The other thing could be to do a make-over party, get your daughter and her friends to come in their every day clothes, then do their hair and make-up get nice dresses and have photos taken to commemorate the big day!
Even better perhaps you could have the make-over part upstairs and then bring the Hollywood party downstairs, lol.
I suppose it depends on how much money time and PATIENCE you have!!!!
But then your daughter will only be 16 once!
Good Luck to you and congratulations to you for spending 16 years bringing a little girl up to be a young lady.

Wow...what I wouldn't give to go back to 16...
Well, what a good mom you are...ok, so here's an idea or maybe two...hope it helps
I would've loved this for my 16th b-day so maybe some other kids would too...
Rent a gazebo at a local water park, invite all her "girl-friends", set up the bar-b-que and grill bbq chicken, dogs and burgers aplenty...
I don't know your "financial" ability so I'm speaking as if you have money to throw away but,
find out who her favorite band or singer is and make sure there's speakers hooked up to a CD player and make sure all her favorite songs are on it. Then, when the sun starts going down and it's time to go, suggest a slumber party (out of the blue) and invite all the girls over to your house for movies and popcorn and make some cookies or cake or pie and stop by BlockBuster Video and let "them" pick out 3 or 4 movies. OR...if you have "RedBox" wherever it is your from, I'd let them pick out 5 or 6 cuz girls that age...you know it mom,,,they don't go to sleep much...and when you get home, let them have the run of the house...you get the movie you picked our for yourself, go in your room and close the door, put in your movie and have a nice cup of tea and just relax...she'll do the rest all by herself.
I don't know if this sounds lame or not but I would've loved my mom to take this kind of interest in me when I was that age so to me...you are a great mom....Good Luck with the party.

How bout pink a fancy dress party, don't have a theme then her and her friends have loads of choice.
Dec the place your having it with loads of balloons, party poppers, streamers for fun.
Or if she wants something more grown up go for cocktail party (non alcoholic of course) everyone has to dress in evening wear and decorate the place all in matching colours etc
There are loads of non alcoholic cocktails you could do, get someone to be a barman.

classic tea party.... everyone wear big hats and pretty summer dresses. sandwiches, little snack cakes.
mexican fiesta.... salsa lessons, mexican buffet, mariachi band, sombreros as favor, lots of different salsa and chips
