That's a hard question to answer as lots of different people view define "sex" differently.
Some people believe that sex must involve penetration of some sort (penile-anal, penile-vaginal) and therefore would not consider oral sex "sex".
Some people believe that "sex" is inclusive of all activities that may be involved in an intimate encounter (foreplay, oral sex, touching, deep kissing, penile-anal, penile-vaginal, vaginal-vaginal etc.,.)
Be sure to clarify when people refer to "sex"..... they may have a different definition than you.
