Having genital herpes can make a person more susceptible to contracting HIV, but it's not a guarantee or anything.

Genital Herpes offers HIV a better opportunity to find its way to mucal tissues in sores and get deeper reaching CD4 Cells. Therefore the answer to your question is that HSV doesn't create HIV, but it just makes of the area a better environment for receiving it IF EXISTED in the first place.

Using a latex condom + lots of water based lubricants i.e. K.Y completely blocks HIV giving it no chance, while HSV2 "Genital Herpes" stands a challenge for condoms since condoms can never cover all the infected area, and besides, it's a very easy to transmit virus, unlike HIV.

U are more prone to getting HIV because of exposure of ulcers to the secretions of a HIV+ve sex partner.
