This has got to be the easiest question to answer of all. Rice vinegar is vinegar made from rice wine. Wine (or ethyl alcohol, for that matter) can be made from any carbohydrate source (grapes, wheat, rice, other grains, etc.). It ferments into wine first; then if it's allowed to continue to ferment it will turn into vinegar.
