Who says you have to stay home for his birthday??
Make it a travel theme, even if you stay in the same state. Pick some locations he's wanted to go to, say try golf as the 1st stop. You go to the course or the driving range and 1-2 of your friends meet you there and you guys tee off. Next stop would be say a day cruise- some More friends surprise him there and you guys boat for awhile before hitting next location.
Figure out where you want to take him for the day--who you want to invite to each spot- the day would be an adventure after another and great friends to surprise him along the way

I agree with the posters who suggested using one of your husband's interests. But keep in mind that you don't *need* a theme to celebrate an adult's birthday.

If he's into movies you could have a 007 theme, since it's 2007. I did this for a graduation open house party!
You could have a cocktail party! I made trivia posters, had BOND theme music, serve martinis or drinks in martini glasses (they even sell plastic ones), plenty of appetizers.
