Depends why you are taking it. For follow-up do like the hospital and you should take weight, bp, temperature first thing in the morning. If you are on blood pressure meds or the doctor thinks you might need to be you need to take it at various times throughout the day. Just remember to rest a few minutes before taking it. Blood pressure will vary some during the day so you want to know highs and lows so you aren't put on too much or not enough medication. If it goes too low you are liable to find yourself meeting the ground.

Early morning after you had a good night sleep is highly advocated by some school of thought, and one before going to bed.
This covers both post relax and post stress.
3 positions are used lying, sitting and standing postures, to reach a conclusive diagnosis.

well whatever time you choose it should be the same time everyday. It is also best ehen you can lay or sit down for a few minutes before you take it to calm down some. usually when you get up from sleeping or at night when you go to bed. good luck-

Morning before we get up from our bed.
Or ten minutes after rest from doing physical exercise (include walking, for some people).
Or as soon as possible if we found someone unconsiouss, stroke, or other serious conditions.

define best time? preferably for a reliable result you should take it at rest, sitting down and with your arm raised to the level of your heart. remember to take it at the same time and in the same condition every day.
