Not really. Squats, hamstring curls, calf raises, and lots of stretching for the legs will help. Plyometrics is also a really good thing for sprinters.

You need to develop strength and explosive power for sprinting. 15 pounds ain't gonna do it. You need to develop the upper body muscles that you use to drive, your pecs and deltoids are the primary upper body muscles you use in sprinting, so work on those a lot, but you need to maintain balance so don't neglect the rest of the upper body, especially the back.

Plyometrics suck, but if done correctly can help. I usually ran sets of 10- 200m repeats, or 15 100m repeats. Or if you wanna get really crazy-do a ladder; 100m (10seconds rest) 200m (10seconds rest) 300m (10 seconds rest) 400m (10 seconds rest) 400m (30 seconds rest) 400m (10 seconds rest) 300m (10 seconds rest) 200m (10 seconds rest) 100m (1:00 rest) 800m jog cool down. Wouldn't do it less than 2 days before a race.

Instead of crunches, you'll want to do planks and boards, they're what help sprinters more. For lifting, I would suggest that you do Olympic style, its a lot better and it helps the fast-twitch muscles.

It will help, but not by much, I recommend, working your pectorals(chest), back, lower back, triceps biceps, leg quads, calves, every muscle u can think of,
Go to the local gym and ask for a workout, but don't forget to add the sprinting
