In order for stake-holders to be more effectively and efficiently involved in any project, they need to agree upon and hire a project manager, describe the end result required, and make this manager autonomous. Any other course is wishful thinking which results in loss of efficiency and effectivity. Periodic reviews of the manager's performance are wise, but interference short of replacing the manager can be disastrous.
