No such list is made available to the public. It would be a violation of the Privacy Act. The best you could find is the raw numbers from each country.

Conditions of Disclosure
The Privacy Act states in part:
No agency shall disclose any record which is contained in a system of records by any means of communication to any person, or to another agency, except pursuant to a written request by, or with the prior written consent of, the individual to whom the record pertains....[1]

The US Immigration Office provides the list of lottery owners. Visit their website if the list is available.
