Wall clocks without an internal crystal use the phase of the AC current as "clock". If there are problems with the voltage in your house, then the clock will run faster or slower.

See if there's a 50Hz-60Hz switch on it somewhere. The clock uses the input power as a timebase, but it needs to know what frequency power you are feeding it. If it's running faster, I'd say the clock is set up for 50Hz power, and you are on a 60Hz power feed. Maybe there's a software setting or jumper indside the unit? Without knowing the manufacturer and model of the clock, these are just guesses...

EDIT - I've also seen this behavior if the power is intermittent or "noisy." Line noise can be interpreted as part of the power signal, and may mess up the clock's signal counter. Or, the power may be turned off or blacked out every so often, forcing the clock to go back to the 9V backup power, which has no external time signal and may be inaccurate.
