Of course you should. And for those who cast you as racist or mention profiling........ as one comedian put it when was the last time you heard of a redneck, white guy, oriental, hispanic or whatever hijacking a plane or being a suicide bomber?
Now odds are that a guy is not going to come 5000 miles to blow something up and get caught for not having plates. But then again there was the Fort Hood thing where they got these homegrown amatuer guys plotting to kill soldiers.
If someone just bought a car you get temp plates. If you are a dealer or transporting one you get plates or a card to put in the window. So say the guy just bought the car from a private citizen and was getting it home. Odds are it is unregistered and the guy has no insurance. What if he is in an accident with some working class family who are just making ends meet. Then they have no recourse to replace their car.
So terrorism or not...... better safe than sorry and call the cops. If the guy is legit there is no harm done. If not....well you have your answer.

Yes, this shows an unsafe act. They are also breaking the law by not wearing a seat belt. This is one of the laws under the motor vehicle act saying that anyone who is in a vehicle must be wearing a seatbelt. When reporting to the police, make sure that you give them the licence plate, the make and model of the vehicle if known, and the description of the people driving the vehicle, as well as the description of the other occupants. The police will deal with them. But yes you should call the police, as this act that you saw is against the law.

Why? Would you call the cops if you saw a white person driving a car without plates? They may have just purchased the car or may even just be transporting the car between dealerships as part of their job.

No. You would be wasting their time. They wouldn't have the manpower to do anything about it anyway. Many people drive around without plates, especially those with new cars.
Also Middle Eastern people and Italians and Greeks have similar genetics and appearances. You would most likely calling about an innocent person anyway. Most terrorists at this time would not be so stupid as to call attention to themselves by driving a car without plates.

Request to speak to dispatch. Leave out the description of man and just request they put out a BOLO (lookout) for traffic violation of driving around with no tags.
Provide vehicle description color, make model ect... Dispatch will air the the ATL and if Officers find em great. They will address any further problems they find.

First, how do you even know he's middle eastern? He's in a car.
Are you some cultural guru? If not you should be calling him in because of the plate not the race.
You've heard or racial profiling right. That is what you just did.
