No, just an electrical plug/connector and a cord/cable without any electrical apparatus, such as lamp, radio, clock, fan, or anything consuming current/power - there is no consumption of electricity/energy. There is the alternating voltage along the connected open circuit - but no current.

You have 2 ways to answer this.

If you're asking as a general type question, then the answer would be no. Electrical current requires a closed circuit to flow. So, until you plug something into the plug, no current flows.

Now if you're asking this question from a far more advanced (and in truth nit-picky) way, then there will be some current flowing. There are no perfect insulators, so some electrons will manage to get through and thus 'complete' your circuit. You also get certain effects from the wires acting as antennas and actually radiating power out. But these are VERY small currents and wouldn't be noticeable without some rather pricey equipment to measure it.

I'm guessing that you asked this question more from the first position, so the answer would be, no electricity is used.

Yes, absolutely. The transformer has two sets of wire windings inside to lower the 120 volts AC wall power to the 3 to 12 volts DC commonly found in most AC adapters. Whenever the AC adapter is plugged into the wall, current flows through the primary windings , there is a closed circuit even though no device is plugged to the small plug.

Your out let isn't on 24/7. You have to plug something in to it and then turn that something on for electricity to complete a loop. Your outlet should have 3 hole. 1 is for power the other is for neutral that is for power to cycle back to and the last is the ground. That is in case something goes wrong with what ever you plug in the ground should take the electricity and move it away to the main ground. Also breakers in the electrical box should shut off. i'm assuming that you have an extension cord with several plugs and individual plug switches and indicator lights.

if the above is true, then yes it does consume electricity. note that as long as you have a closed circuit, electricity is consumed
