Safety is related to where your mail ends up.

If your letter is not in a sealed envelope properly addressed, with proper postage, and proper return address, it may end up in dead letter collection, because post office might not know who to return it to for correct postage.

Some people have mail boxes in front of their homes that anyone can access, even though it is not legal.

You can improve safety by paying the post office extra money to have a "registered letter" which means the postal carrier has to hand deliver it to the addressee, get them to sign for it, then return to you the record that it was actually delivered.
