Okay, seriously, everytime I open the door to let my cat outside she just stands there for like 2 min. and won't go out. I know she wants to though because she's sitting at the door loudly meowing...why does she do this??

My cat used to do that. I think he was just getting a smell of what was out there before he would go out. He doesn't do it anymore though. If he tries I tell him to hurry up and then I count to three and close the door, after doing that a few times he figured out that he better not linger to long or he was going to have to stay inside.

This is what cats like to do. She is probably interested in attention from you. take it as a compliment that she would prefer to stay with you rather than just go straight out.

maybe she doesn't want to go alone...bully cat in the area?
maybe she doesn't want to go outside at all: maybe she just wants to look around outside...does she have a window perch? you might want to prop a couch or chair under a window so she can see outside.

she has you trained to open the door when she does this. maybe she is waiting for someone/something to come in.

Simple you made her wait. Now she is making you wait to show you who is the boss around the house.

she sounds like shes scared to make that first move out the door...but if you know she wants to go out...then a gentle swift "push" will send her on her way.
