It's usually close to the baking powder and baking soda, probably in one of two places:
a) the same aisle as spices...salt, pepper, cream of tartar:)
or b) the same aisle as baking ingredients, cane and icing sugar, flour, cake mixes, baking powder, baking soda, cream of tartar...

Cream of tartar would be found in the spice aisle, near the extracts and sugars and other spices like cinnamon and such.

The simple thing to look for is food colouring, every staff member in most stores know where this is and Cream of Tartar is usually withing 3 feet of the food colouring.
