Doesn't take a rocket scientist. Call the police if something isn't quite "right" about the other driver.
But, ALWAYS call your insurance company.

If you are in the UK I may be able to answer this question.

Not all accidents that occur on UK roads need to be reported to the Police.

The following occasions are when you are required to inform the Police:

-Where someone other than the driver of a vehicle is injured (passenger, member of public, driver of other vehicle etc)
-Where you hit certain animals
-Where the other vehicle does not exchange details with you
-Where you dont exchange details with the other driver
-Where you have damaged street furniture
-Where your vehicle is obstructing the road

This is by no means a definitive list, but its an idea.

The basic questions you will be asked when you call 999 and ask for the police are the following:

-Any injuries,
-Any obstructions
-Are you exchanging details
-Is the driver of the other vehicle still there
-Any other offences (drink driving but not dangerous driving)

Another thing to note is that none of the UK Police Services apportionate blame, that is they will NOT say who is at fault, this is and always has been down to the insurance companies.

So, aslong as your accident is not reportable because none of the above applies then you dont have to phone the police.

Hope this helps

Even if the police don't come to the scene, you can still go to the police department and fill out an incident report so that it is on file that there was an incident and you DID report it and no one could say you were in a hit&run later.

Thats really all just a learning experience for the young. They tell you to do it, teach you to do it, you didn't do it, I didn't do it. It only takes one time to learn that kind of lesson in life my son. We all thought we knew it all at one time. Now we know we know it all. LOL!!!
