Love is both an action and an emotion. Not only is it both, love itself is such a circular entity that it would be impossible to say that it's one or the other. Love begins as a tiny spark of caring for another person-that's the emotion. The emotion grows because you get to know the person better-that's the action. Soon, you can't picture your life without this person and hope that they feel the same-that's emotion. As a result, you do everything in your power to please them and help them, and in cases, offer your life for them. That's an action. The emotions and actions continuously feed each other and run in a circular motion.

Well, I think an action. You "love" someone. An emotion can come and go depending on anything, but love is tougher. You do it all the time.

1 John 3:16 This is how we know what love is: Jesus Christ laid down his life for us. and we ought to lay down our lives for our brothers. If anyone has material possessions and sees his brother in need but has no pity on him, how can the love of God be in him? Dear children, let us not love with words or tongue, but with actions and in truth.

Love would most definitely be a verb. Emotions are merely chemical reactions. The chemical that makes you feel love is oxytosin.
