As the first person said - PCD stands for pitch circle diameter and refers to a number of usually equi-spaced holes formed on a stated diameter. Such as 10 x 6 dia on 300 PCD - would be 10 holes of 6mm diameter with there sentres lieing equispaced on a circle of 300mm diameter. This is also known as a bolt hole pattern in north america.
Offset is a term that is applied to many different things within engineering, so is not just limited to CAD off set. In gerneral though it means pretty much what it says, it will be a feature that is off set from another by a set amount.

Assuming you are referring to car wheels:
The P.C.D. is the Pitch Circle Diameter of the wheel bolts / studs. The larger the PCD, the further the bolt holes are from the centre of the wheel.
Typical values are 100mm or 112mm.
The offset is the distance from the vertical centreline of the wheel (i.e. the half-way point from the inside rim to the outside rim) and the mounting face (where the back of the wheel touches the hub/brake drum/brake disc). If you fit wheels with a different offset, the wheel will be either too far into the wheelarch, or stick too far out, affecting the appearance and poissibly fouling the bodywork on bump and/or steering.
Also using wheels with the wrong offset changes the loads that are applied to the steering and suspension components, and can lead to failure of these components.
Typical values are in the region of 30mm to 45mm.
The offset is stamped or embossed onto the wheel, near the bolt holes, and is preceded by the letters "ET" (e.g "ET38").
