Well Nelle if he is a sports fan then some tickets to one of his favourite sports events would be very much appreciated I would imagine. By that age he probably has almost everything he needs. If tickets are too expensive than a nice poem about your relationship and growing up with him as a brother, hand written by you, I'd bet he would love to death. You could go to a dollar store and get a frame to put it in. My money says that he'd appreciate this personal gift far more than if you'd have spent a million bucks on him.

give him something old people like

membership to a golf club buy him new golf clubs or a gift card to a golf store

buy him a pass to see some hot rod and vintage cars at a car show

buy hims gift cards to his fav restruants

rent hims a really old classic car that he can rent for a few days a hot convertable from like the 1940's and 50's

give him a weekend vocations to vegas
