From what I have heard, it would be the coldest part of the day. The hotter it is, the more liquid expands. So if it is cooler, the gas pump would actually give you more gas. Something about how many mpg you would get.

first thing in the morning, that way it has had all night to cool down and it will be more dense in the cool of the morning, but don't buy it if they have just had their tanks refilled.
