its my sis dog and i just got a new puppy .. just want to fix this so nothin bad happens

They tend to be a more dominant dog. They love people, but dog to dog they tend to be the boss. You might just choose to not leave toys down unless you are supervising. Dachshunds seem to do well if they are in "only dog" families or only doxie families. They also do pretty well with beagles or any dog that is naturally very submissive. They aren't aggressively dominant at all, but they do tend to be dominant dog within a pack. They can also sometimes be nippy with very small children for the same reason because they see the children lower in pack order.

There is no way. Dogs are possesive over the toys they are playing with. The only way would be to confiscate the toy yourself and give it to the puppy.

nope those toys belong to the grawler, you got to get the others their own, no touchy those those toys, they are MINE. real cute huh, but true.
