I am a little unclear. If they are not taking any payments, did it go into collection. Maybe you have to contact the collection agency now who is handling it. Other wise any credit card would take any money on the card to pay if down or off. There are no pre payment penalties on credit cards.

Get a card somewhere else and transfer your balance.

What do you mean, they won't take a payoff? They won't take less than you owe? They have that right. But if you pay in full, I don't see how they can stop you.

Sometimes they will lower their rate if you threaten to move your balance to another card. Depending on how much you owe, you may be outta luck.

Never heard of such a thing. At any rate I surely would not use it anymore for anything.
