California is way to big to give specifics. Narrow it down to an area like N. OC, Southern OC, LA, the Valley, Northern CA, deserts, inland empire, etc.

Check your local Parks & Rec department(s). Many cities offer beach or park rentals for a very small fee.
For example, attached is a link to the City of Santa Cruz Parks rental page. You can rent a whole beach for only $350 a day.
Once you've done that, you can rent tables & chairs for not too much, and have a caterer bring in food, which can be very reasonable, depending on what you have. Often, Mexican or BBQ are the most affordable, and are generally very tasty.

Local parks are your best bet and have the reception at a restaurant. Also look into having it at a friend's backyard.
I'm getting married in LA and I wanted our budget to be $5,000...who was I kidding! So, with our families helping we were able to increase our budget to $14,000 and we're still having to cut a lot of corners.

I don't know if your religious or even Catholic but if you marry at the church its a donation its not a set amount. Then the rest of the money which will probably be a lot use it to find a reception place. Maybe the church might have a hall you can rent.
I'd move anyways cuz no offense I went to Cali in 05 and was treated like crap everywhere we went...museums, parks, in the streets walking.. it was crazy.

I suggest visiting wedding directory such as http://www.weddinglenox.com
Unlike most yellow pages, they have price comparison for the vendors (DJ,videographer, florist, and photographer) you can choose.
You can also try their matching system http://www.weddinglenox.com/f-membersignup1.php that will match you up with local vendors. I tried it and have good result as I only recieved responses from vendors according to my request.
One problem I had with my wedding is that it is hard to locate vendors in most website as most likely they group by states and there are too many of them that's too far from me and I have to look at each site to figure out.
The sites I provide above have a easy to use layout to show you pictures, pricing and location in one page plus, you can send out your inquiry for matching vendor to contact you. That save me lots of time to locate the best vendors with the right price.

Where in CA exactly?
I feel your pain tho. My budget was almost the same and I finally gave up and moved it to Tahoe.
