I had a 1999 Neon (bought new), and currently have a 2003 (traded in 1999 for the 2003 - new) Neon. There is nothing wrong with them, contrary to what others are telling you. The reason I wouldn't get it? They aren't making Neon's anymore.
I think $120,000 miles is too much on a car to buy, If you put the 120,000 miles on it, fine, but buying one with that many miles? I wouldn't. Seems like the car has too many miles for it to be worth it.

You may think it is in good condition, but why is it being sold so inexpensively? Take it to a mechanic for a "pre-sell" evaluation. It may cost you $150 for this service for a Neon, but that is cheaper than a new head and head gasket, which is a common problem with Neons.

Low book on this car is 2200
Personally, I don't like em, but if it was maintained properly, should be ok. Have a mechanic check it out, shouldn't cost more than a hundred bucks, and well worth it.

Dodge neon - or any dodge for that matter - is NOT a good car regardless of age, mileage, or price.
Feel free to ignore...

I would check KBB (kelly blue book) value on this car. I had a 2002 Neon and I was very unhappy with it, but that was my opinion.

Get a Ford Focus
Budget rent a car says that they know they are "abused" cars but they never have to repair them. They can really take a beating.
