Depends on what her personality is like, if she is somewhat reserved, make reservations at a good restaurant, (let the manager know what you are going to do) Have them bring out a fake menu with your proposal in it, followed by flowers, and of course the ring. If your into the bar scene go to a place that is having a live band again speak with management and the band, have them play your song (your guys) and ask you up on stage for a special announcement, then make your proposal. If you take her to a concert or a sports event talk to the person in charge, a lot of places will let you propose on stage.
