I don't know about every single flagpole, but I was on a special detail at ft. carson for 3 months, and I physically saw the box in the base of the flagpole that held a .45 round, a razor blade, and a waterproof match. Yes, we don't use .45 rounds anymore, buts it's symbolic. At ft. carson it was kept in a little, cubby hole type thing at the base of the pole with a door and a lock on it. The base commander had the symbolic key to the lock.
And as stated earlier, which you can also find in army NCO board study guides, the razor blade is to seperate the stripes from the stars, the match is to burn it, and the .45 round is supposedly either for self defense, or to take your own life. It doesn't say which.

The razor is to cut the stars from the stripes on the flag, the match is to burn the stars and stripes together and the bullet is for you to take your own life when the base is over-run by the enemy (since surrendering is punishable by death).
The base of the flag pole is called building 1, the item on top of the flag pole is called a truck.

You should go to the snopes urban legends site. The correct answer in most urban legends is a bullet and a match. The match to burn the flag in the event that it may be captured, and the bullet to kill yourself after, so that there could be no prisoners taken.

Hopefully the enemy will obligingly hold off long enough for you to dig up the match and the 45, then depending on storage conditions the match wont be to damp to burn and the gun to rusty to fire!!
