If you say you dont sin, is that a sin?

I guess you could say that. If you say you don't sin, which is not true for anyone, you are technically telling a lie, which is a sin

no it just means that you are not in touch with your conscience for some reason the drastic reason would be that your conscience is dead but, the first sign of leprosy is numbness or the loss of feeling and so it was no big surprise that Jesus wanted to heal the lepers during his time as this would wake their conscience and hopefully they would not sin anymore.
