With out seeing the place it is kind of hard to say.
I also say no to balloons. If the water doesn't run really fast I would suggest getting some artificial flowers that match your colors. Tie fishing line up to right under the flower and to the other end tie a heavy weight. then place them around your rock (they also have artificial water lillies for ponds and pools that are really pretty.)
If there are trees then tie clusters of the same flowers to them and add a bow. (the same easy make bows like you would put on the pews of a church)
If no trees I like the idea of tiki torches with the flowers and bows.
you can lay down a white runner leading to your spot or even make a pathway using flower petals (if it's not windy)
If you are having a country theme to the wedding (I am guessing here since it is by a creek) Have bales of hay for your guest to sit on and these can be decorated with bows and flowers as well. This would be more picturesque than just folding chairs or everyone standing.
There are tons of things you can do to make it beautiful. Sounds like a romantic idea.

I'm not sure about the balloons...I'd be concerned that it would become difficult to navigate through them, and they'd be in the way.
Maybe you should rent a bubble machine, and have real bubbles floating around you.
See if you can find an old rowboat or two...These could be placed around the reception area for "atmosphere". You could decorate the tables with plants that are intended for ponds...water lilies, cat's tails, etc.
Also, buy a cd of water sounds, and have this playing in the background.

Nix the balloons. Balloons don't say classy to me. Have you thought about getting some torches or garden lanterns for when its starts to get dusky out? That could be beautiful! Or have someone sprinkle flower petals in the water up stream so it floats past the ceremony and adds some color.

take pictures in a boat that would be really cute and play up the outdoor theme and make your decorations natural. Like a bowl with pine cones and twigs spray painted with glitter. Very cute.

Instead of balloons what about white chinese paper lanterns hung in the trees all around you. You can get them pretty cheap and hand with fishing line so they look like they are floating. They come in lots of shapes and sizes. You can get some with battery lights so when it starts to get dark they will glow.

Hmm....sounds like a pretty idea! For late afternoon you can probably put up some little twinkly lights (you dont need them but it might be nice) and just bunches of flowers everywhere, i suppose.
