Is this total wages for the year or monthly wages?

It is for ANNUAL wages. But Dorothy is wrong that if the spouse's income is under $1000 a year it isn't taxed. If you're filing a joint return and your total income together is over the limit to have to file, then every dollar must be reported and is taxable. If you filed as married filing separately, then the spouse with income under $1000 wouldn't get taxed, but the total tax for the two of you would be significantly more than on a joint filing.

The $1000 amount applies to the annual wages of your spouse.
