Do you think the United States has plans to use this against Russia or do you feel that the United states is being honest? Are Russia's concerns valid? any other thoughts?

The shield is more like a political weapon to reignite the cold war status with Russia. The US or its allies, have no intention to let Russia Really collaborate with them over this project, as its aimed at them...
Middle east have nuclear warheads yes, but ICBMs are even more difficult to do than the nuclear heads. Still the technology is not yet available to the "rogue" states like Iran. ANd since the shield has failed most testings, I am pretty sure that he could not stop too many things in the space... Its a waste of money to polarized the world once again, and scare away potential friends to make an political and geopolitical environment to allow some extreme government policies to be accepted by the western population...
We will look like more and more police state, but it will happen so gradually that most will not notice the change...

It if it truly is a missile defense shield, then it possesses no offensive capabilities. I don't see how anyone could object. Anti-missile missiles are usually too light to carry a heavy payload that could be used for offensive measures.
Russia's concerns are valid only if it wants the US to remain unprotected from ICBMs.
