I think it's a very accurate assessment.

The last one first, the more fanatic the government is the more it can not stand for anyone to be different. The more cynical the government the more it leans towards humane treatment of the population for to do other would show that it was just like a moral government. I am not sure of this but look at our government it is the most moral one we have had. I see them all going to church and talking about how they pray and yet they do things that look totally wrong. A lot of the people think they are great.

That's a great quote. Have you ever read the little book "The Portable Curmudgeon?" He is quoted a lot in that. But I think some folks here are missing the point-it's fanatics of any sort who can be oppressive, not just religious fanatics.

'moral', once upon a time was a word which differed from 'ethical' because its foundation was in religion. It has lost that meaning due to misuse since.

I agree, of course, but it is probably because im cynical and secular. It is still a subjective concept, and unsupportable with logic, which things are better off tolerated, and which things are wrong to tolerate. The basis of intolerance is, obviously, a result of 'fanaticism'...this is a tautology via the definition of fanaticism...It in no way proves the wrongness of intolerence...

Sounds about right. Cynics don't trust anyone, so we make sure society screws the least amount of people. It's a Rawlsian numbers game really.
