I got my license at 23, so don't feel bad. Firstly, you have to remember that the rules change from state to state, so check your local DDS website to make sure you have all the info. But this what I had to do:
I went to the DDS (no reservation, just walk in) with all the necessary paperwork. This included proof of residency in GA (lease or utility bill will do), social security number (take the card just in case), proof of citizenship and identification (birth certificate is a good option). They signed me up, took my picture, and I took the written test. This is pretty easy, but make sure to thoroughly read through the Driver's Manual prior to taking the test.
When I left, they gave me a learner's permit, which meant I could drive without someone who is 21 or over. So I scheduled my driving test for the first available date. I passed that and got my official license. Just remember that someone who is 21 or over has to be with you when taking your test, otherwise they'll fine you...
It was pretty easy, just study your stuff and practive your driving. And be ready to wait in line for a while... otherwise it wouldn't be the DMV. Good luck!

Each state has different rules. In most states, once you turn 18 you just need to pass a driving test, but if you need to practice driving before you take the test, then you will need to get a permit so that you can practice with a licensed driver in the car with you. If I remember correctly, you need to get a permit--- though you do not need to keep it for the normal 6 months (laws may have changed now...). You have the permit for however long until you feel comfortable driving, then you go in and take your test(s) for the license.

You will have to follow the same rules as any other beginner. Call your States DMV and ask them what documents are required for you to get your permit. As I recall, it was your birth certificate and your social security card. good luck with the written test.
