Or can I rely on public transit to take me to all the good places?

It depends on what you want to do. If you want to just stay in the city (or just outside) - you can rely on the public transportation. There are 3 Max lines. All run through downtown. One goes to the airport and there is also one that goes to the Japanese Garden which is a little outside of the city limits but worth it. There are also a couple of street cars. They go N and S through the city center and then cut over to the NW 23rd district which is great for shopping and dining out. The best part is that the public transportation is free in the most of the downtown area. There is a small charge once you go outside the downtown area for each zone that you go out to. Definately easy to use and convenient.

Also - the city blocks here are about 1/2 the size of regular city blocks and most cars stop for you which makes this a very pedestrian friendly city. The city itself is small and getting around on foot is easy.

If you want to venture out to the wine areas or to the coast or Mt. Hood, you will be better off if you have a car. I am sure that busses go out to those places but it may take a long time. There is a unique option in this city of getting a Flex Car for a couple of hours or days if you need it. You can go on their website and check out the options. It is really easy and convenient but there is a $35 membership fee. However you do not have to pay for gas or insurance so it may be worth it for you if you only want the car for a day or a couple of hours. Either way you could rent a car just as easily.

There are enough things to do in the city to keep you busy for a while though. OMSI currently has Bodyworlds 3 and the museum has Rembrandts on loan for the rest of the summer. There are also a number of really outstanding restaraunts.

Why would you want to vacation in Portland? It's not exactly the pearl of Oregon. If you depend on public transportation, you will waste most of your vacation.

No! Everyone in Poland goes about in an ox drawn carts. The best deal on those ox drawn carts is either from It Hurts or Under Budget!
