It's been over three months now. Where do I call to find out about paying the rest? Has anyone else not gotten theirs back yet?

Just because you haven't received a notice from the IRS, if you are able to make additional payments on your balance, you need to do this right away to limit the penalties and interest, which are going to increase without any notice.
So call them and ask where you mail your additional payments.

You could call them, or set up a payment plan online if yu qualify. If you just wait for them to contact you, you do know that you'll be paying interest and penalties in the meantime. If you start paying on it asap, you'll cut those down some.
