Is it just an exaggerated threat or is it very real?

The word and the spin definitely are. Every 'terrorist' is somebody's 'freedom fighter'.

The Zionists adopted classical bombing techniques to push the creation of Israel. The ANC used the same tactics against the apartheid regime in South Africa.

So-called terrorism is an ideal and highly effective weapon by small, poorly-resourced groups fighting large state-backed military forces. For the price of a few bags of fertiliser, it's possible to inflict huge damage, financial costs and a PR disaster against a much bigger state, and it's almost impossible to stop it.

The only way to deal with it is to negotiate, because any other course of action can ultimately bankrupt the state.

I wonder if Mr. Bush has worked that out yet. He seemed to think you could declare war on it. You'd have more success declaring war on syphilis.
