Depends on how the female is dressed. If she is from head to toe, then the man, with some imagination, would be at fault.
However, if she's wearing a floss bikini and pasties, then I'd say both.

Neither are adultery.
A woman, just as a man, is free to wear what she wants. She is not asking you to look at her. I could be wearing a sweatshirt and jeans and a guy can still have lustful thoughts about me the same as he could if I was wearing a little black dress. The man is the one who chooses to lust.
However, the man doesn't commit adultery unless he acts on his thoughts. Thoughts mean a lot less than actions in this case. If he kisses or sexually touches the woman, then yes, he has committed some form of adultery. But just thinking about her is not that.

I would say both are responsible but I am leaning more towards the woman as being more responsible. If she is dressing to purposely provoke impure thoughts in a man, then she is very guilty of not adultery, but more of trying to be tempting, I guess. I am not really sure how to word that. The man should not look, but if the woman is purposely trying to get his attention that way, she is in the wrong. I hope that makes a little sense. I kind sound like I am rambling some.

No the man looked at her with lust -she didnt do anything. After all a man from some parts of the world would lust by seeing a womans ankle and in other parts of the world a woman can sit on the beach with just a swimsuit bottom on and no one cares. So its the mans problem.

Adultery, is a married person getting it on with another married person. To a non religious person it is just in horribly bad taste, and not the way people should behave. In some cultures however, it requires the woman to be stoned to death and the man to pay a $5 fine.

In fact, any sin originates in the mind long before circumstances allow it to occur.

As long as she was properly covered according to her scriptural edicts it is solely the man's fault.
Of course it's nonsense. First, the idea of equating lust with adultery is silly. Second, the bible seems much more more concerned with hair (cover it, don't braid it) than with bare legs or even bare breasts. The strictures that christians have put on women's dress over the years are completely non-biblical.

Adultery in your heart is good for your heart, say doctors. There was some study some years ago that showed looking at a woman's breasts every day reduced the risk of heart attack or reduced cholesterol or something...

According to Jesus yes the man has committed adultery.
If the woman is dressing this way to get the attention of many men for her own vain reasons then she would be committing Harlotry.
Certainly in any case western "society" condones and encourages sexual behavior of all types (it's a MAJOR industry) which does nothing but invite temptation and sin from all parties. It is up to the individual to resist the continuous temptation.
