I think you should report him because who knows if those dogs have food or water in there and how hot it can get in that shed. Also if they are barking and whining they might have a good reason to want out!! If they are fine though just apologize to your neighbor and say you just wanted to make sure the dogs were okay because it didnt seem as if they were fine. ♥ Good luck to you! ♥

I would at the very least have someone check the situation out. The law is different in different states, so if the dogs are in reasonable health and have food/water there may not be anything that the law can do for them. But if you at least have someone come to investigate, they can try to educate this guy and try to get him to do what is best for the animals. They probably don't have that great of a life... but there is no law that says a dog has to sleep in your house (unfortunately! because that is how I would have it if I was making up laws). Just keep the cats inside for awhile and make the call.

I would report him, and leave it to the authorities to decide. But it sounds pretty cruel to me to be locked in a hot shed all day. Although I am not a fan of people having "outdoor" animals anyways. I think if you get a pet, it should be treated as a member of your family, and get to live in the house also.
But I guess all circumstances are different. I bet my nieghbors hear me yelling at my dogs too. But you can also tell I'm not abusing them in any way. If you chose to report it, it would be kept confidential as to who reported it. He wouldn't know that the call came from your moms house. Do what you feel is the right thing.

I think the best thing to do in this situation would be to make a call to your local animal control. You can remain anonymous so that this neighbor won't have to know it was you that made the report. As for the cats, I agree keeping them indoors until this is resolved would be a good idea. Atleast you can have peace of mind knowing that his treatment of these pets are being investigated.

If the dogs are only out for that 15 minute walk, then back to that shed, in hot conditions that could bring on dehydration, I would consider that inhumane and wonder why a person would have dogs at all.
If it is this extreme, I would consider at least placing a call to local animal enforcement to see what they think.

unfortunatly there are a lot of dogs that are backyard dogs. in the eyes of the law or animal control a dog is not considered mistreated unless they are left without food/water for days at a time,or if they are not treated for any obvious problems. unfortunatly that shed is considered shelter however its considered cruel if they don't get food/water. i don't think it would hurt just to call and get some info and if they were to go visit the house they wouldn't say where they got the call from so you wouldn't have to worry about your moms cats.

He is abusing the animals and you need to report that. Can't you report anonomously. You don't have to reveal anything other than the fact that you're a concerned neighbor. Dogs are just like children, they need your help now, not when it's too late.

i would defiently report him that's not right to do to dogs or any animal
Make sure and tell them your moms fears too because then they are aware but in my opinion that's what i would do and then leave it to the humane society
I wouldn't want anyone doing that to my cat
As to the cats KEEP THEM IN THE HOUSE
But that is abuse of animals for sure
I would say call the humane society in your area and report it and then let them handle it

You can call the animal control anonymously. Even if your neighbor gets suspicious, he won't have any proof on who called. Besides, sounds like those dogs needs better treatment!

I agree. You should report him and have animal services investigate. This is cruel, especially in the warm months without ventilation. That man should not have pets.
