It is a sign of the holy spirit descending on the individual in its fullest!
Normally, people have a very slight contact with the holy spirit. However, on rare occasions on even rarer individuals, the holy spirit descends in its fullest glory. At that time, the person can have anyone of a number of signs, one of them being talking in tongues. It becomes a form of communication which does not always make sense but the person who hears it can understand it! The other signs of descent of the holy spirit is there is an intense love for God, trembling, loss of consciousness.
Such a descent of the holy spirit is intentionally kept rare. It happened to the very pure disciples of Jesus!
So, how does one know if the person is really speaking in tongues or is it just an ego generated desception?
By the presence of the other signs. Moreover, after the person has had the holy spirit descend to the fullest, he or she no longer craves for knowledge from anyone else. They have had contact with the holy spirit. Who else is a better source of knowledge than the holy spirit! If the person wakes up, and does not have the satisfaction of having a true contact with God, then it probably was not a real communion with the holy spirit in the fullest.

Tongues is when the disciples where at a large gathering,,Passover I think,, there were people from all different dialects there,, so Jesus had the Holy Spirit come down and enter the disciples to help them so that they may be able to talk to ALL of the crowd, no matter the dialect (tongue). So with the Holy Spirit in them the whole crowd understood them, they spoke one time, ten people heard their own language. That is the true meaning of tongues, the so called tongues people talk today, is just BS.

Speaking in tongues in Scripture can be one of only two things:
* speaking a different language than your birth-language: Scripture tells us that if we go (to witness or preach) to another land where they are not familiar with our language, to take an interpretor, and also not to ever have more than two speakers that require interpretors because it is very hard for the people to listen and take it all in.

*Then, there is the penticostal tongue of Acts: This is the evidence of the Holy Spirit, but will ONLY OCCUR at the time appointed, which is when Gods Elect are delivered up before Antichrist as a witness against him, and as a witness for
Jesus Christ. We are told not to premeditate what we will say, but to say what is given in that same hour, for it is NOT US THAT SPEAK BUT THE HOLY SPIRIT THAT WILL SPEAK THRU US.

Please note: This is NOT an unknown tongue. Quite the opposite: it will be understood by every single language of the world at the same time, even right down to the very dialect of a persons community of birth or residence. MAN
CAN'T FAKE THAT.

There is nothing whatsoever unknown about it, and if you hear someone spouting out gibberish that you cannot fully understand, as well as everyone else in the room, then IT IS NOT OF THE HOLY SPIRIT.

During Pentacost in the year 33c.e. "tongues" were given to the followers of Christ in order that the gospel could reach the ears of foreigners;

Many in other lands had not had the opportunity to hear Jesus preach and teach about God's Kingdom and it's many promised blessings.

Therefore the apostles and followers were granted the ability to speak the languages of the countries that they would be going to preach to. This was no gibber-jabber as some do today, these were real languages of the world. [1 corinthians 14:9]

Languages

Some religions teach that "speaking in tongues" means that you shout out some jibberish that you don't understand. However, the Bible shows that "tongues" merely refer to languges. "Speaking in tongues" therefore refers to speaking in a language.

In the book of Acts, those who received holy spirit were given the ability to speak in tongues. In other words, they were able to speak in languages that they could never speak before. Notice what it says in Acts chapter 2:

"...they all became filled with holy spirit and started to speak with different tongues, just as the spirit was granting them to make utterance." (Acts 2:4)

Notice that it said that they were able to speak with different tongues. What does this mean? Read further down in Acts chapter 2.

"Indeed, they were astonished and began to wonder and say: “See here, all these who are speaking are Gal·i·le′ans, are they not? 8 And yet how is it we are hearing, each one of us, his own language in which we were born? 9 Par′thi·ans and Medes and E′lam·ites, and the inhabitants of Mes·o·po·ta′mi·a, and Ju·de′a and Cap·pa·do′ci·a, Pon′tus and the [district of] Asia, 10 and Phryg′i·a and Pam·phyl′i·a, Egypt and the parts of Lib′y·a, which is toward Cy·re′ne, and sojourners from Rome, both Jews and proselytes, 11 Cre′tans and Arabians, we hear them speaking in our tongues about the magnificent things of God." (Acts 2:7-11)

Obviously, the "tongues" that Christians were able to speak in were actual languages that others could understand. The Christian congregation was new and they had a lot of work to do. Jesus had told them to preach throughout all the earth. (Acts 1:8) The holy spirit helped them to accomplish this by giving them the ability to speak in a language that they had never before spoken.

The Bible NEVER equates tongues with unitelligible blabbering jibberish. People of some religions try to prove themselves by speaking things that no one understands. However, the Bible clearly states at 1 Corinthians 14:9:

"Unless you through the tongue utter speach that is easily understood, how will it be known what is being spoken? You will, in fact, be speaking into the air".

The first occurrence of speaking in tongues occurred on the Day of Pentecost in Acts 2:1-4. The apostles went out and shared the Gospel with the crowds, speaking to them in their own languages, “we hear them declaring the wonders of God in our own tongues!" (Acts 2:11). The Greek word translated "tongues" literally means "languages." Therefore, the gift of tongues is speaking in a language a person does not know in order to minister to someone who does speak that language. In 1 Corinthians chapters 12-14, where Paul discusses miraculous gifts, he comments that, “Now, brothers, if I come to you and speak in tongues, what good will I be to you, unless I bring you some revelation or knowledge or prophecy or word of instruction?" (1 Corinthians 14:6). According to the Apostle Paul, and in agreement with the tongues described in Acts, speaking in tongues is valuable to the one hearing God’s message in his/her own language, but it is useless to everyone else – unless it is interpreted / translated.

In general, what language a person speaks is called their native tongue.

But in the Bible there are two types of super-natural tongues.
The first is received when a person is baptized with the Holy Ghost. This is a prayer language that is meant to edify (strengthen that person).

Then there is the gift of speaking in tongues. It is meant to work with the gift of interpreting tongues. Together they work like the gift of prophecy.

There are two types of "tongues" in the Bible. You have "unknown tongues" and "other tongues." "Unknown" is when your spirit is praying to God. "Other tongues" is when you actually speak another language such as Japanese or French.
EDIT: Two thumbs down for a correct answer? Seems like a couple of folks need to do more studying on tongues. "Japanese and French" were EXAMPLES.

speaking in tounges occured in Acts, after the disciples had seen Jesus ascend into Heaven and had been given the Great commission. " Go and preach the gospel to every nation. Baptizing them in the name of the father, son , and holy spirit". They went to spread the good news when the Holy spirit came over them, causing them to start preaching in languages unknown to them. The people thought they were drunk until they started hearing their own native languages. god was speaking directly to the crowd through the disciples. This event is known as pentecost. Pentecostal Christians, still use this method of ministry today.

Speaking in tounges is when the holy spirit come upon you and speaks through you in languages you wont understand. In fact the languages the holy spirit uses are not a language that anyone knows. It is used when you dont know quite how to pray. Then the holy spirt prays the perfect prayer. I hope I helped
