We want to take ATV's on our summer Camp...are they permitted.

You could use them as civilians. They're just banned by Boy Scouts because they don't want a lawsuit on their hands. So organize it yourselves, leave your uniforms at home, and go have fun any way you want. Assuming you know what you're doing and have all the proper training, skills and safety equipment for everyone involved. Bring some adults with you, just not your BS leaders.

The G2SS lists activities that are reasonably safe for Scout-age youth to participate in and be covered by the BSA insurance or legal team. If you do take your ATVs, and someone gets hurt, the adult in charge will be held accountable. There could be financial or legal repercussions, and the BSA will not back the adult, since they sign a statement on the travel permit attesting that all activities will be in accordance with the G2SS.

If your family stops along the way to ride the ATVs as a family outing, it will be outside of the control of the BSA. Make sure the adult knows this prior to the trip so s/he can make a decision for his/herself.

The Guide to Safe Scouting says "All-terrain vehicles (ATVs) are banned from program use. ATVs are defined as motorized recreational cycles with three or four large, soft tires, designed for off-road use on a variety of terrains. " It makes no exception for Venture or Varsity programs.

How about mountain bikes?
