is it for like cops to check speed{in small towns, im not sure about big towns}or something?

They either count cars passing over to measure traffic, or measure the average speed of traffic. Don't worry, you can't get in trouble if you drive over one too fast, as long as there isn't a cop watching.

Most of the time, they are used to count traffic over a period of time. You can tell these types, as they are only about 6-10 inches apart. Be wary of the ones that are a yard apart. These are inevitable hooked up by radio or hard wired to a traffic patrolman nearby. The tripped cords, being a yard apart, make a distance/time/speed calculation very easy for even the most mundane mathematician, officer, or handheld computer.

Those rubber hoses are connected to a counter that feed information regarding the amount of cars that travel on that road

they count the wheels going over them so the DOT has an idea about traffic volume, do be such a noid.

they are normally used to count traffic flow. time of day amount of cars..
