Yes it is in fact 21 (not 12 Michael) for handguns and 18 for rifles. but if you intend on carrying it concealed you need to get a Concealed weapons permit. Surprisingly enough, you can open carry on your hip with no permit what so ever. And Virginia also has what is called the "No declare law" which means that if you are pulled over and you are carrying a gun, you do not have to notify the officer. You can own one at 18, you just can't buy one till you are 21! If someone buys it for you it is not a crime for you or them as long as you are 18 and don't live in D.C.!
