Goof-Off should take the paint off.

Sometimes, I use a small amount of baby oil to loosen paint from non-porous surfaces. In this case, sort of dribble it out of the bottle. And then I would use a screwdriver tip to "pry" the paint up off of the track, if it's a solid enough glob of paint.

Try a small amount of paint thinner or paint remover on a cloth. Use a screwdriver blade to get it down into the track.

Spray WD-40 on the track and leave it for about 10 minutes then it should come off with a little scraping.
