Like say if a user calls your help desk and says they are supposed to receive a blackberry, however according to your records, they are not entitled to one, what script would you use?

I would tell them that unfortunately, the item (software/access/whatever) that they are requesting requires approval from management (or corporate, etc--don't lie, tell them the truth). Advise that you do not seem them on the list of authorized users for this product. If they feel that is in error, they should contact their manager to get the issue resolved. Once it has been resolved through the proper channels, then you will be able to provide them with whatever they're requesting.

while working at the help desk, I had to deny certain people access to various data or privileges. I always gave them the response that "I" didn't have the authority to release that. so, I layed the blame on my position, which acutally dictated that I was not allowed. And I wasn't allowed to let anyone, not just the person that I was talking to.

You aren't lying, you are just letting them know that you do not have the authority to grant that wish or access, and you really dont'.

Tell them in order to have that you need an email from their boss authorizing it.
