How can I encourage my sister to spend more time with Dad?

I'm afraid he won't be around much longer.

i'd tell her that he isn't going to be around much longer and if there is anything that she might want to say to him right now,
now would be the time to do it![so she doesn't have any regrets later!

ask her how long she thinks your dad will be around. Nothing like realizing the mortality of your parents to make you spend more time with them.

Just make the suggestion. Its up to her as to what action she takes. She may have reasons of her own for staying away that you don't know about.
