There's this woman I know and see constantly and she has a chest that is incredible. She is so well endowed that the buttons on her shirt look like they're constantly about to break. I'm not trying to be a perv but it's hard not to admire.

It is possible yet hard, I would advise you to compliment her on something else first and I would not just go up and approach her in admiration for her chest saying " wow you have wonderful breasts" because that shows you are only interested in her body and is degrading.
Perhaps you could compliment her on something else, get to know her better and eventually slip in during casual conversation that you think she is beautifully endowed or has the most beautiful bosom you have ever seen..
she probably already knows this so be careful and she might be sick of hearing it or uncomfortable about it, so just be careful and use your better judgement.

I think u are a conservative person, maybe all you have to do is be friendly with her & when u become friends it's comfortable to say that to a woman.
I think also if u have no time to build a friendly relationship with her.. U can still possible tell her in a courtious way by being honest of how u see her wearing that attire that is not good to look at of a good girl like u and make some story so that she will understand what u r trying to say.
If she will accept it or not at least u are kind to her wiht your words and intentions and if ever she did not heed with so don't bother anymore about that at least u have done ur best...hhhhmmmmmm! Ok!

It of course depends upon how well you know this woman and the relationship that you have with her. I would suspect that she already knows what size her breasts are and how they compare to others, I am sure that she is not blind. I would caution you to not focus on one particular aspect of her appearance, but rather you might mention that she looks nice in a particular outfit(s) or something along that line. The conversation may develop along the lines you hope for or it may not. It wouldn't push it in any event.

Ah..maybe you should start off with another part of her anatomy and work your way down. Ya know...her eyes, her hair...basically anything else before you open your yap about her boobs. Not many women want to be 'complimented' on their breasts unless you've had the privilege of being up close and personal with them. When you get this urge to open your mouth and say anything about her breasts...promptly close it. It will not go well for you.
