I am not referring to pipes. What I mean is the black steel sheet or plate. I thought it's just another name or parlance to hot rolled stell. But I am not sure about it. Thanks for all your helps.

swapan is correct with "Yes". To explain,
all normal pipe is "hot or cold" rolled the difference is in the wall thickness thin pipe is cold rolled thick pipe is hot rolled. Once rolled it is seam welded.

Pipe for high end uses Nuclear power stations Chemical plant etc. is solid drawn, I. E. drawn from a solid block.

It is hard to answer questions out of context. I'll assume you are referring to black iron pipe. 'Black iron' is slang referring to steel pipe with black paint on it as opposed to being galvanized. Black iron is used for gas pipes.
