Sounds like it may be genital warts (caused by HPV). It could also be something harmless like razor burn, ingrown hairs, or pimples (people do get pimples in their genital area).
Also, HPV can be spread even through protected sex (that's how I got it). HPV can be spread by DIRECT skin to skin contact with the infected area. So, even if the condom is covering the guys penis, it's not covering his entire genital area. Just the rubbing back and forth of the genital areas during sex is enough to spread HPV.
You should visit your family doctor or an OBGYN and have them take a look. There are several different treatments and options to get rid of genital warts. And, if it turns out to be something like razor burn or pimples, then that's even better (at least it wouldn't be a STD)!

Could also be an common, annoying and not too harmful STD called Molluscum contagiosum . It's a skin to skin contact STD and using protection won't always help...because the disease can be contact from pelvis to any contact with the skin.
They do have a distinct look to them .... they have a pearly white center, often depressed.
They will eventually clear up on their own but can take a year....meanwhile can be spread to others and on yourself. Best treatment is to get them frozen off.
I would take a magnified mirror and inspect those bumps to see in the middle has that tell tale sign.

it could be HPV which is a virus that causes genital warts around the anus and Vagina. The best way to know if this is what you have is to pop down to your local STD (GUM clinic) as they know what they are looking for...if not HPV shows up on a PAP (smear test) that a nurse can perform at your local doctors surgery. If its not that then i have no idea what else it could be. Goodluck. I appreciate that you said you always use protection but this is a nasty little bugger of an STD and can still be spread if wearing a condom.....but thats not to say that you have it, just best to get it checked out!!

Could be ingrown hairs, but sounds like just pimples. A good rule of thumb is to clean the area 2 or 3 times a day and put antibiotic ointment on, and anything that's not gone in two weeks, you need to see a doctor.

Try gently exfliating the area when you are in the shower with a body puff. Also bikini zone makes a gel that you use after you shave to help reduce the redness and bumps. You can find it where they sell shaving gels and razors. OTC cortisone cream also works.

i had the same problem...i went to the ER to see if i had anything and it just turned out to be a boil but mine hurt and was sensitive.....i had to take 3 meds and if i were you take a really HOT wash cloth and hold it on them 2 times a day and when you go to take a shower dont take one take a bath and soak in hot water...just hold the lips open...once they bust open they will start to go away...if they are not gone in a week got to a doctor

might be somekind of a bug bite, or from sweating, or from your bed, I really dont know, get some cream for it, and if it doesnt go away, go see a doctor.
I wouldnt panic, its probably nothing.

sounds like ingrown hairs or something. If it is blistery or right on your genitals, it could be herpes.
