Devil's Food Cake. Deviled Eggs. Bloody Mary's.
You could also make up chicken wings and re-name them "Bat Wings".
Spaghetti Casserole and rename it "GUTS AND GORE."

RE:
What food would one serve at a vampire-themed party?
Hopefully food that is easy to prepare involving ingredients that are cheap to buy. I do not have all that large of a budget to work with. I would like some creative ideas, though...

I would make some kinda red sparkling punch for sure. Maybe some pigs in a blanket, cheese cubes, snack sandwiches, meat tray or veggies and dip. If you want things that are scary or vampire like-it'll be tough. I can't really think of anything that would "fit the theme." The devil's food cake was a good idea. Good Luck!!

Hey Mrs. Bill,
Red Velvet Cake... it's as red as blood and you can color the frosting black OR blood red.
Deviled eggs with a splat of red (blood) dye.
Bloody mary's
Not including the vodka, you could pull these off for about $12
($6 for the cake mix and frosting + $3 for the 18 pack of eggs and $3 for the large can of V-8 Spicy)
Good luck.
I hope you will bless and be blessed today.

if there is a" Popeye chicken" restaurant get some of that, it always leaves a orange-red film on the lips or some b.b.q.w/ plenty of sauce, no garlic. remember to cover all the mirrors
if there is alcohol is being served you could do shiver shots.
place a shot tequila in the cleaving of a women, lick her neck& sprinkle some salt there& place a lemon wedge in her lips, then lick her neck(bite),get the shot w/ your teeth& kiss the lemon away from her
not sure where you put the shot on a man but should be interesting to come up with an idea for that . have fun.

For different drink options, Maybe seltzer with a splash of cranberry juice for 'blood' with some icecubes frozen with plastic bugs in them. ( Just place the bugs in ice cub tray with water and freeze ) Also, you could make a red velvet cake with white frosting, then they sel gel-food coloring and you could go red and splatter it too look like blood on the cake, then place those fake vampire teeth ontop and top with bat-shaped sprinkles ( sold at grocery stores ). Or, red jell-o, and you can put anything in it. Also, if you can find a bat shaped cookie cutter, you can make finger sandwitches with those, or cookies, or cut out the jell-o with that.

I am so not into a vampire party - ugh! :) but I did have a thought pop into my head when I read your question, so I thought I would pass it on. You could do a white chocolate fondue and add food coloring to make it red. Then it would be like all the items you were dipping (marshmallows, pretzels, fruit, etc.) would be dipping them in blood. There are recipes and practical tips at http://www.chocolate-candy-mall.com/chocolate-fondue.html
Hope that helps.

Find "bat" cookie cutters - kitchen store or E-Bay - and use to cut sandwichs out or biscuits sprinkled with poppy seeds.
Put cubes of cheese and red grapes on toothpicks and stick them into peeled potatoes. They will get brown and uky looking left out (flatten bottom so they will hold the picks) or find a foam skull to use. Look in your area for "dry ice" - use in punch bowl to create fog effect. Pull string cheese and heap on a platter. If you can find black food coloring mix it into cream cheese, mashed potatoes, etc.
Hope some of this helps. The dry ice thing is really cool so be sure to look into that.
